Cities and territories to live

The thematic network "Cities and territories to live" is inspired by the motto "A better life in towns" of the European Urban Charter. The “European manifesto for a new urbanity” stands up with clear evidence in a juncture of severe urban crisis in which seems urgent to define new models and elaborate new opportunities able to usher innovative environmental policies and urban planning paradigms. In particular, this section addresses to those issues emerging from the international debate which call for urban practices of sustainability and equity such as: the role of environment, nature and agriculture in cities; the improvement of the physical urban space; the rehabilitation of existing residential architectural heritage and the right to live there; a sustainable mobility and the ecological efficiency of the city; the community development and public participation of citizens, the respect to urban diversity and the practices of multicultural integration; the creation of social and cultural opportunities. The articles published report examples of emerging good urban practices that are spreading under the keywords of sustainability / environment / solidarity / knowledge / citizenship, and have the intent to recognize and explore new paths, show where significant progress has already been made and what has still to be done.


Luna d’Emilio est architecte-urbaniste diplômée de la Faculté d’architecture de Florence. Elle est enseignante à  l’ENSA de Grenoble (master “Aedification, Grands Territoires et Villes”) et chercheuse au laboratoire Amup  ENSA/INSA de Strasbourg. Ses activités se placent à l’articulation entre recherche urbaine, projet territorial et  enseignement. Du point de vue de la recherche, elle s’intéresse aux questions liées au développement durable  en France, en privilégiant une approche cognitive. Ses travaux touchent à la question de la lisibilité! du territoire  de la part des habitants et aux représentations de la part des acteurs de la conception. Dans le cadre des  activités du laboratoire AMUP, elle a animé et organisé plusieurs manifestations scientifiques, et elle coordonne  avec Roberta Borghi l’axe de recherche “Culture du projet architectural et urbain”. Elle a pris part à plusieurs  groupes d’étude et de recherche, notamment le groupe “città diffusa” de l’Institut National de Urbanisme italien  (INU) et le POPSU2, Plateforme d’observation des Projets et des Stratégies Urbaines (2011-2013). En tant  qu’architecte, elle a travaillé essentiellement dans les domaines de la planification, du logement social et de la  conception d’espaces publics. Elle collabore avec des cabinets d’architecture et de paysage en France et en  Italie.

Starting from the topics of order/disorder in urban planning, focused by the Berlin ''Daidalos'' review as a possible answer to postmodern pluralism, the advantages and limits of order are considered as the principle of city construction. In relation to planned interventions of the European city and their reflection in the practice of contemporary architects, are here considered which elements of history are persisting in the design process. The resumption of concepts such as strategies of order, resistance, continuity, permanence, seems to indicate a common effort to resist the ongoing dissolution of city and architecture. Where this effort for the common good must agree not only on the idea of city to follow, but confront itself with the real city, which is always an implicit compromise between different urban ideas. The analysis of recent urban experiences related to the model of the historic city becomes reference for a design exercise of a new residential district in Milan.

Starting from Vitruvio Tractatus, the theme dealt with is that of the relationship between the architectural project and the ''Zeitgeist'' (spirit of time), that is how architects and, consequently, architecture can not be influenced by the influence of the historical moment. Through the thought of two masters of architecture, Mies Van der Rohe and Aldo Rossi, true interpreters of their time, analysis leads, also through some philosophical references, to a reflection on the architectural project in the contemporary, with, at the end, a personal reflection around the topics of the contemporary architecture, ''for a rough and essential architecture''.

RE-Existence and Identity
The architecture can be subject to resistance, resiliency or transcendence. If the resistance is the ability to withstand something, the resiliency the ability of take operates external, the transcendence, can define her/it as the evolution without memory of the preceding actions. There are laws written identitarie and others not writings, to which contemporary culture doesn't refer anymore; above all the historical city hands down still us laws and valid codes but daily consequential disattesis from the speed with which projects produce him, build and they consume buildings. If for a long time the city has represented a text for the continuous learning, through its histories, places, contexts, today, this text doesn't come bed anymore. You also finish less complexes than the identity, as it measures seriality, rule, character, typology, road alignment, polarity are circumvented in favor of leveling and globalizing, yet they have handed down to us an image of great value.

Applying the concept of resilience - of metallurgical origin - to architecture is no longer new following the essay Toward Resilient Architecture by Mehaffy and Saligaros. However, as often happens with terms that take on an exotic character, there is an abuse of the metaphor they underlie. Likewise, the concept of participation and the practices that it would imply in designing has been and still is used and abused. Today, architecture should perhaps resist the rhetorical representations of certain concepts that claim to update it. Architecture, however, if the end is clear, has no need to represent itself with metaphors that justify its existence. The direct experience of two works on the borderlines between planning and participation wants to prove that participatory resilience architecture is not yet another rhetorical figure but one of the many answers that it can still give to the society of the ''endless means'' described by Agamben.

In the 70s of the 20th century, Mario Fiorentino built a very huge cultural and political building: Corviale. This experimental architecture proposed a new living spaces and a new relationship with the territory. It had positive and negative impacts on the social and cultural component of the place.
The international competition Rigenerare Corviale asks to define a new image of Corviale starting from the common spaces that have been neglected.
Since the beginning of the project, Corviale has been considered as a common good, which goes beyond the state-owned propriety and connects to the social and cultural meanings. The project tried to understand but also discuss the irremovable principles of this abstract architecture trying to contaminate with elements that define urban spaces.
This design experience becomes a pretext to underline the value that some architectures of the 20th century imparted to the contemporary ones, but also the necessity to modify them to ensure the continuity of urban life.

The project for the complex of the Federico II University in Via Mezzocannone, was an occasion to analyze a current theme about the transformation of the city: the relationship between the ancient city and the contemporary project. The essay focuses on: ''Building in the built'', with two main lines of response to the theme, one about the conservation, the other about the regeneration. The second approach is pursued: the contemporary becomes an expression of one's own age. We work through ''fragments'', that allows a re-reading of the context and the relationship with memory. The project for University's buildings is measured with the re-reading of the historical building and its relationship with the old center, through a strategy that works for punctual interventions, with new paths and functions.

The text shows the reasons that have brought to the research and to the project proposed for my graduation thesis. The in-depth analyses of the actual trends of urban development in the modern global cities have led to recognize the importance to find more sustainable approaches against the depletion of the public open spaces. In the case of Istanbul, due to the acquisition of standardized urban models, the loss of a consistent aspect of the city's identity - represented by its informality - is leading to a strong social exclusion. The recognition of the informal settlements as a structural part of the today city's morphology is the key to design a new urban strategy that will enable an inclusive process of development for the whole community, along with the preservation of its features. The architectural project operates in the direction to establish the essential relations for the permanence of the menaced informality while supporting and improving the citizens life.

The essay focuses on how the contemporary project is able to be a valid tutelage against the consumption mechanisms nowadays. The Archetypical idea, without any connections to a form or an image, is able to assimilate critical points of the contemporary environment, and then, translate itself in physical architecture. In this case, the idea of a roof, is capable to outline all the architectural issues of the project for three schools in Sassa, Aquila, becoming the original fulcrum of the design process. A simple roof is placed over classrooms and smaller volumes becoming the city for the children and a complete new space where to learn. The simplicity of the project aims to be a valid alternative to contemporary consumption processes and therefore a qualified approach for a new culturally sustainable design process.

La era de la ciudad digital, una mirada desde la socio epistemologia
This article is intended to, address one of the topics, more sensitive in the development and transformation of modern societies, with a look from informatical sociology (a term coined it as a novelty), which implies a paradigm shift in hermeneutics it is about man, society, the habitat it occupies, like cities, and the passing of traditional societies to modern societies, reflecting on their dynamic, transformations in the ICT, because although this is a recent and unusual boom, always through human evolution, this concept has always used technology tools, chords character with its historical context. Reflection is epistemological and sociological nature, showing the origin and development of its natural habitat today day, which has become the city, and as the latter has been changing its social dynamics, reaching new conceptualization of digital city, expression tacit of knowledge development and the information revolution, converging in the TIC, as they are known today. Knowing this epistemological development is essential for the new generation of young people who were born in the digital age, and assume it as a present, without knowing their past, and the vicissitudes that man has passed up to the current historical development; knowledge that will give them a frame of reference to understand and make their own history.

Between 1900 and 1950, the Latin American cities have received cultural influences from Europe. The main cities of South America, in those years, were suffering from severe alterations and environmental changes, and the social contrasts were many strong. The Latin American city had lost its cultural identity and, at the same time, the city was trying to acquire a new image. In this complex cultural context advances the Austrian city planner Karl Brunner (1887-1960). Brunner had studied in Vienna and in 1929 he had started working in Chile and then in 1933 in Colombia. Brunner works 20 years of his life in Latin America where he left important works and contributions. This paper intends to analyze the work of Karl H. Brunner for the development plan of Bogotá's city (1933-1938) and the introduction of organic planning.

The work related to the first phase of the Bethlehem Area Conservation and Management Plan (BACMP) has been developed according to a program of «Developing capacities through technical cooperation». The Plan, funded by the Italian Cooperation with the support of UNESCO and under the technical and scientific supervision of a group of international consultants, had a dual purpose. Parallel to the conventional work on conservation and planning, a Capacity Building process was developed in order to overcome the lack of local specialists in the field of survey and GIS for urban rehabilitation and renewal.

The city is energy: a where the food is related to the energy flows into and out. Throughout its history could be reinterpreted on energy, linking the form to the energy use, and how to vary the latter, also vary the first constantly. If form and function of the city depend on the availability in the area of energy networks and infrastructure and whether these have a direct impact in its spatial conformation, such as new renewable sources and technologies will change the shape of next city?

Paris' move

Commissioned by President Sarkozy and developed over a period of nine months, this consultation may well remain in history as the cornerstone of the ''post-Kyoto'', ''sustainable'', city.

Una città a ''misura di uomo''
Le città europee sono sempre più poliglotte e multietniche, pertanto, le relazioni che in essa si stabiliscono sono fondate su delicati equilibri che richiedono fasi di adattamento sempre più lunghe ed articolate. Questa ricchezza socio-culturale ha il compito di dover garantire e favorire non solo il permanere dei caratteri propri del patrimonio storico-ambientale del territorio di riferimento ma anche quelli più strettamente sociali ed economici dei diversi gruppi che vi risiedono e vi lavorano, garantendo loro anche la possibilità di svolgere un ruolo determinante nell'ambito della tutela e dello sviluppo dell'ambiente sociale e fisico. Come più volte ribadito all'interno delle Carte Internazionali è importante definire i principi e gli obiettivi, nonché i metodi e gli strumenti mediante i quali si possa attuare la qualità della pianificazione territoriale favorendo sia l'armonia della vita individuale e sociale che la conservazione e valorizzazione dell'insieme di quei beni che costituiscono la memoria dell'umanità.

Manuel Salgado: Progetti di spazi pubblici
Nel presentare tre progetti per tre diverse città, l'architetto Manuel Salgado illustra le esperienze metodologiche e le strategie della propria pratica professionale legate a differenti contesti urbani: la periferia degradata di Sintra, la marginale area orientale di Porto ed il centro storico consolidato di Viseu. Coglie inoltre l'occasione per analizzare il valore della partecipazione/conoscenza e l'importanza del fattore tempo nei processi di pianificazione, per suggerire l'introduzione di meccanismi interattivi tra piano e progetto e per esprimere alcune valutazioni sui recenti programmi di riqualificazione urbana ed ambientale messi in atto in Portogallo. Ma soprattutto, Salgado palesa le preoccupazioni per la propria città, Lisbona, ed analizza il peso della politica nella gestione urbana e ruoli e responsabilità dei diversi attori del processo edilizio/urbanistico quasi ad anticipare le sue scelte professionali e di vita attuate a due anni dall'intervista, svoltasi alla fine del 2004.
